Hi.
I am planning to make a bar at my Home where I plan to stock liquor/alcohol for my personal consumption. This is in Noida, Uttar Pradesh. 
My queries are:
1. A’s per UP Excise Rules, how many bottles or Volume of Liquor/alcohol is permissible at home for personal consumption.
2. Is thr any License required or provisioned if stock is more than th permissible limit at home for personal consumption.
3. How many bottles or volume is allowed to bring inside state of Uttar Pradesh from neighbouring states.

Ad per Guidelines of U.P Govt you can stock 6 bottles (750 ml each) of country liquor; 18 bottles (750 ml) of IMFL liquor, of which 6 bottles can be of Imported Foreign Liquor; 12 bottles (650 ml) of beer ; 6 bottles (750 ml) of rum; 12 bottles of wine and 6 bottles (750 ml) of vodka/gin/cider. For those still not satisfied, the state allows more private possession through a L-50 form, that can be bought for Rs 200 (for a year) and Rs 2,000 (lifetime payment).

...Govt will allow you to carry 5 ltr only ...

The permissible liquor limit for people in Uttar Pradesh is 1.5 litres IMFL, 1.5 litres country-made liquor and four bottles of beer.

"If anyone is caught storing liquor above this limit, he or she will be liable for legal action."

Stocking or drinking liquor bought from another state is illegal in UP.

"Any person travelling in a private car or public transport can carry only one liquor bottle and that too with a broken seal. A person caught travelling with a sealed booze bottle is liable for punishment under IPC,"

Dear Client,

Permissible limit may be around 6 to 8 liters. This also depends on made of liquor, (Country made( Desi)/ or normal)

More stock may be permissible for certain occasion like, marriage function,etc.

In flight , 5 liters in check in language.

L-50 form is to be filled if you seek to reserve some additional alcohol.

Rule 7- A private individual desiring to import overseas

foreign liquor into the scheduled area in the Uttar Pradesh from

places mentioned in Rule 2 shall submit an application [in Form

F.L.33] to the Collector or the District Excise Officer or Excise

Inspector of the place where the liquor is to be imported for a pass

stating the particulars required by Rule 3. the application shall be

accompained by any treasury receipt showing that the importer has

deposited into the treasury the pass fee mentioned in note to rule 6

above . The Collector, District Excise Officer or the Excise

Inspector, shall after satisfying himself, that the fee has been

correctly paid, grant a pass [ in Form F.L. 34] and enter its details in

the register [ in Form F.L. 35].

Rule 9 - If an importer authorized to import overseas foreign

liquor under Rules 6 and 7 does not use the entire quantity of

overseas foreign liquor imported by him and wishes to return it

either to the exporter or sell it to a licensed vendor be may do so

with the permission of the Collector who may also allow the

importer a refund of pass fee on the quantity thus returned or sold.

No refund will, however, be made after three months of the date of

import of the consignment.
